I don' think Ratbat was in AHM. Last I remember didn't he get killed or something by Soundwave in Megatron:Origin.

Are we sure that when they say "the war is over", they don't just mean the war on Earth? Has it ever been explicitly stated the war in over throughout the rest of the galaxy?
It just seems like such a ridiculous notion, I just have to give them the benefit of the doubt they meant just Earth.

I mean, apparently there are 10,000 Transformers out there per Prowl's calculations in his spotlight.
If there's an Overlord, there also could be a Vector Prime out there for all we know. So I'm willing to give IDW the benefit of the doubt unless someone can show we something that indicates they mean the war is over everywhere.

As far as i can tell they have asserted this repeatedly. Prime seems to be centreing his whole new idiotic character around the notion that it's over. Prowl is whining about it. Hotrod is whining about it. Thundercracker is musing on it. Swindle is exploiting it. Even if it isn't explicit that it is galaxy wide surely the fact that more or less the entire 'bot command team is on earth and they are saying it suggests it in away i don't think can be ignored.
Costa also explicitly gave that absurd Nazi analogy thus demonstrating that he failed to understand the events of AHM, all prevous continuity and World History at the same time. Which was at least efficient of him.
What might have been good is if a bunch of bots and cons had been left behind, and had no idea what was happening out there (which is kind of true of the cons) but the presenence of Prime, Omega, Jetfire and Magnus totally sinks that from a bot perspective.
Frankly the sooner they reveal that a vast amount of past their warrenty cerebro-shells are involved in all this the better.
Then again given 99% of AHM happened off panel maybe they are hoping if they keep it that way (along with the notion that Hunter has access to every security code ever) we may eventually forget about it all.
Doesn't sound like us though does it.

My guess is they'll use this to pull a G2 - the autobots get off Earth to find various rogue decep commanders have set up their own empires across the universe. The whole galaxy is ruled by the Decepticons and Earth and Cybertron are the only places left.
Of course, then Metroplex will show up with his awesome secret plot device, probably coinciding with Hot Rod kicking Starscream's arse and coming back home with the Matrix as the new Prime. And the Autobots win.
