Yes, and he'll force you to watch him doing the robot, then he'll swipe your ciggies (even if you don't smoke!), then he'll do the robot.

After all that, he'll warn you not to speak of what took place or he'll come back and do the robot ever night for the rest of your life!

Alternatively, your thankfully less vivid imagination is half-remembering a film that I don't think I've ever watched that was some low-budget horror probably about a circus midget who was popular, yet apathetic by day, but evil, yet evil by night.

Actually, he reminds me of a character from the X-Files: I can't remember if he was an avenging spirit or some kind of magician, but he was this little Indian guy who pulled himself along on some kind of skateboard thing.
