have a look over those and see if they're of any use.
i don't know that much about blogs to be honest, but http://www.blogger.com should be a good place to start.

If you use blogger.com, then don't put the Mohammed cartoons up. Someone on Outpost Gallifrey had their blog taken down due to reaction to him posting the cartoons.Legion wrote:http://www.alistapart.com/

Starting at the beginning:
- http://www.w3schools.com/ (Useful stuff to know regardless.)
Shortcuts:
- Get some webspace (free stuff doesn't usually include PHP, MySQL, etc. which is a bit limiting.)
- Install something like Moveable Type or Word Press for blogging.
- Install something like MediaWiki and make up your structure as you go along.
- Install something like Gallery for image management.
- Write any additional pages yourself.
- Read the "philosophy" articles of AListApart, but don't touch most of the mechanics stuff for a while.
Real easy:
- Blogspot, Blogger, Livejournal, etc. Flickr, etc. for images.
Masochism:
- Cobble together your own blogging backend (with or without comments forms) from database tables, PHP and toothpaste.
Yeah, guess which one I went with... still, I know what everything on the space does.
