ok here is my prob, ok these ppl that live next to me have this little kitten and i guess they don't do anything with it in the day time. it sits and crys outside all day. and for the past week it's been sleepin on our chair outside. few days ago my mom put a blanket outside for it you know like a swimming towl. well it sleeps on there and tonight about 9 i went outside cause it was kinda warm and cold. well i sat down and was on my phone and i saw the kitty and it jumped on my lap and i'am not much of a cat fan but it was cool. so i think they treat it bad cause it never wants to be arround ppl but i guess when you been outside for a bit you tend to want to stay warm. well any how my mom came out and when she did i told her to walk softly cause the kitty was on ym lap and perring. so we are coming to the conclusion to kep the kitty in the basement at night where it's warm and let it out in the day yes we plan on feeding it and giveing it milk as we have done all this week. i just need everyones 2 cents on if we should do the night thing. or not.

I think you should perhaps approach the neighbours and tell them whats happening? There may be a simple explanation.
Perhaps they don't have a cat flap so have to leave it out during the day? That is what some people have to do. Tho if its a very young kitten it needs more time spent with it, and yes it should be inside.
Cats sometimes tend to be wary/afraid of strangers anyway, so thats not neccesarily a sign of it being mistreated.
Its generally not a good idea to feed someone elses cat because it might end up being overfed or might have particular dietary requirements that you don't know about. Giving it some 'love' is pretty harmless tho IMO.
