It does what it says on the tin.
Furman omitted because, while he may be hated, he generally isn't under-rated.
A quick rundown of some better-known works:
James Hill - State Games
Steve Parkhouse - Man of Iron
Bob Budiansky - Most of the US comic from #5 to #55, most of the 1984-87 techs, Headmasters etc.
Brandon Easton - Free Comic Book Day Armada.
Brad Mick - G1 Vol 2 & 3
Len Kaminski - Plight of the Bumblebee
Chris Sarracini - G1 Vol 1, Armada 1-5
Others: Dan Abnett, Ralph Macchio, John Ney Rieber, Josh Blaylock, Bill Mantlo, Jim Salicrup etc, etc.

I'm tempted to vote for Sarracini based on Armada 1 and 2.
Then again Kaminski created a great issue in Plight of the Bumblebee.
Then there's Budiansky, but he's not necessarily underrated, tho he is probably underappreciated, if there is a difference.

I'd go for Parkhouse (for the excellent Man of Iron) but I'm ultimately going for Hill - his characterisations were always spot on, the issue when Bumblebee gets splatted is an all time classic, and State Games is probably one of the most influential pieces written for the original mythos.

Hill for me as well, altho it was hard not to put Parkhouse, who managed to involve humans and TF's without having to invent ridiculous humans something both Bob and SF hav edone.
Bob, god love im, is always banging on about how much he thought it would be 'interesting' to see how TF's interacted and related to humans, seemingly in defence of some of the criticismlevelled at his work, but the fact is theres not a single human with any depth or reality to them in his entire run. Except Joey Slick, obviously...

I`m voting for Bob. I mean, at least a good 70% of all Transfans bitch and whine about the guy, whilst simultaneously forgetting that without him, we probably wouldn`t be here to bitch and whine.
And not all of his stuff sucked, he wrote many good stories, which thanks to TPBs, I`m getting to know again. Bob, I salute you!!
