You're thinking of China. Japanese birthrates are declining because their citizens are more worried about their careers than settling down and having a family. Which I can understand. Sure, it's a serious problem, but it's understandable. What are they going to do? Force Japanese citizens to marry and have children?
I'm not familiar with Tomy, so I can't comment on what it could mean for the future of TFs.
