Weird looking toy... pinhead, discs for weapons? What is it?

Though the translucent blue energon wolf-thing looks great...

The newest Masked Rider in Japan. Supposedly based on material left behind by the late Masked Rider creator Shoutaro Ishinomori, bit like Andromeda and Earth Final Conflict being made after the death of Gene Roddenberry.
