Transformers ROTF question: Name that decepticon!

So watchin the trailor I thought that very large decepticon with the giant wheels in the begining was Devastator. Obviously it was not. However, he was larger then most transformers and appeared to have been the result of a union of multiple robots.

Was he a gestalt and who was he??
