I reckon work on the movie began before these toys were finalized, so they left them out. Is there any explanation given as to why they aren't in the movie? (In series 3 they suddenly appear, having been in series 2)
We arrived from the alternate dimension we had been thrown into and turned the tide in the battle on Seibertron. Little did we know my arch enemy, Zegatron and his forces had also found a way back into our dimension. He would join Megatron, and the war would go on...........

It was. The movie was into production well before the decision to introduce those toys in season 2 was made.

isnt it "Cyc & and his Armarda" - ie 1 Cyc clone that gets nerfed by Snarl and Grimlock as they attack the shuttles on earth?
