Were the Second and Third Galvatrons not as powerful as the First?
First Galvatron (Target 2006 to Time Wars)
Even before his shot of volcano juice, Galvy was able to defeat most of the Autobots singlehandedly, squash Magnus, flatten the Cybertron Seven and the Dinobots. Often all at the same time.
Second Galvatron (Aspects of Evil, Dark Rodimus arc, Perchance to Dream)
Beaten up by Rodimus (ok, so it was part of his plan) and bested by a bunch of classic Autobots (Wheeljack even dislodges his chin!)
Third Galvatron (Marvel US)
Generally pretty hard, but still had notable defeats at the hands of Hook, Line and Sinker and Fort Max.
Basically, Galvatron's first incarnation seemed an unstoppable powerhouse, swatting his numerous opponents aside with ease. Is it fair to say this was toned later? And why would he not be as strong anyhow?

My take on events:
Aspects of Evil 2 issue 224- Roddy and co return to the year 2009 and find Galvy alive and well.
The Void issue 251 - New Year's Day 2010 (the script incorrectly says its New Years 2009 which is an obvious error) Roddy and co flee from Galvy on Cybertron. Unicron comes out of the Matrix and is a bit naughty.
Perchance to Dream - Galvy goes back to 1990 and makes a general ass out of himself. Somehow he escapes from that Ark incarceration and returns to the future.
Aspects of Evil 5 issue 227 - The year 2010, Unicron comes back.
Rhythms of Darkness - The year 2010 (again the script says 2009 for no good reason - Furman used to always set future stories 10 years ahead) and Unicron has eaten Cybertron and left Earth to Galvy.
Maybe?
He's still a bit of a wimp tho.

It's just that old old cheese factor of the unstoppable enemy who can swat the lot with one scrote nut getting boring if on-one can ever beat him in a fight.
How many times has a seemingly godlike foe suddenly changed into everyone's whipping boy? If you know no-one can defeat the guy, then it becomes predictable whenever he fights someone.
Of course, this only really works the first time - for the surprise factor. After that it just becomes embarressing.
Look at the bad guys in Power Rangers as an example. They're always these unstoppable warlords who have conquered the universe ten times over in the past, but then can't beat a group of spotty kids (and usually one sexy Pink Ranger ). The bad guys get handed their asses every episode, which can't do any good for their image at the Evil Being Social Club.
Or maybe Galvatron's strength and power wax and wane due to whether Unicron has his back or not.
