You could always say that as he didn't have a non-robot form, then it ISN'T capable of independant flight, because he didn't have one.
The same as you could say his non-robot form was not capable of making ice cream or candyfloss. Or popcorn.

A blue Autobot who's been to Nebulos, but otherwise has no association with organics in any way, shape or form, has a ground-based alt-mode, a toy, appeared inthe UK comics and can combine, and therefore can be safely said to be a Technobot, if you want to, eh?
