That's Wide Load's line. Given that he's only just come to Earth, there's no reason he should connect the Earth word "water" with any substance he knows about. So it can be read to allow water on Cybertron.
But what about Ratbat's line that the Scraplet cure was "One of the rarest substances in the galaxy" or some such nonsense? If water was available on Cybertron, wouldn't he have made the connection?
Or maybe the story itself was just pants. That's the explanation I usually go with in regards to Budiansky's work.

Bouncelot's explanation's perfect, and since water is pretty common in the galaxy (just in our solar system there are plantes and moons that have it) it can be assumed that water exists on Cybertron, albeit not in oceans or lakes.
Will use this in the Marvel Cartoon (yes I haven't given up the idea). Credit goes to Bouncelot!

Well, if there's a large quantity of water on cybertron, why haven't we ever seen it? Granted, when Galvatron pursued Xaaron in the sewers/tunnels on Cybertron, they waded trough some kind of liquid, wether that is water or not, remains to be seen.
Theroretically there's water in a few places, but perhaps completely frosen, and pehaps buried deep, from meteorite-showers and such, no doubt.
