From the way Scorponock was talking in "Pretender to the Throne" it was implied that he DID invent the Pretenders. None of the Autobots were familiar with the tech (including the ones who were part of Max's crew who recently came from Cybertron).
Anyways, about Max's city mode, they did show it in his first "Super Mode" issue just so the kids could see what he looked like if they wanted the toy.
In "Cold War" Spike used the city mode as a raft thing for him, Prime and Blaster to check out the location where Club Con used to be. It was pretty funny, you'd think Prime kept it around for a boogie board or something.
Another mistake, the Decepticon Pretenders actually thinking that the Autobot pretenders were Humans.
Scorponock's reply to the sightign of "Big humans": FOOLS! Bigger humans mean they are bigger cowards!

As for Max's lot not being aware of Pretender tech, well, were all the Autobots aware of everything across Cybertron? Max didn't seem to be aware of Prime & co. being on Earth, for example.
