It sure indeed is, and I believe that ol' Bob B himself may have sketched this prelim-cover that was never used. A truly rare gem!
This cover has gone quite a long way since I got ahold of it, since as you can see in this link, I had to do quite some work on the less than stellar "scan". EDIT: The link has been nuked, but the original was a very bad contrast photo, from an angle even!
Back in the day, this sketch eventually turned into the cover of Transformers #9.
