Well, not much info to go on yet apart from it wont be released untill 2012, but Jagex created Runescape, which, whilst not everyones cup of tea is the most played MMO in the world... so they must be doing somthing right!
I look forward to hanging out on Cybertron, with an Avatar that looks spookily like a, well, Impactor... who else?

A whole Transformers Universe MMO? Swwweeett! Now my fantasies of a week long vacation on Femax can finally be realized. :P

EVERY MMO has graphical mods, that's all client side and doesn't affect the game. Anarchy Online actively encourages homebrew GUI reskins, most of which are vastly better than the default one, usually they take the best ones and incorporate them into the official game. And many Guild Wars players would be lost without graphical mods like Texmod.
A game doesn't usually verify that 100% of local files are physically identical to the remote ones. That would require a check upon booting the game that lasted as long as the install process.

A GUI reskin is not the same as swapping textures on a model server side. Players are never given access to the server.
I've been playing MMOs since 1998, I've beta tested every major MMO from UO, WOW, Eve and I'm currently on the beta for Star wars old republic... You cannot change the information on the server.
Yes, u can change the way your GUI looks, and you can even skin a character client side. But no one else can see it... And it's client side skins are always a tad pointless to myself.
An avatar in a virtual world that I created should represent what you want, yes? I mean do you walk about telling other players that whilst u look like Prime your actually galvatron in disguise?
There is one exception in second life, where players can upload there own meshs, textures and animation rigs. These are then vetted for malicious bugs and released.
Clients can then buy your work, this is the model for2nd life.
Whilst we know very little about this new game, I doubt it will feature this complex system.
The simplest way to get G1 skins into the game is probably shouting loudly about it on the game forum.

If everyone in your guild all use the same reskin - you're all playing a G1 game. Simple.
Why should I care about the players who aren't using the HD texture packs for various multiplayer games I play with them? I've reskinned it because I want MY gaming experience to be better. And if I'm in a guild who share the same set of mods, they see what I see.

Can you show me an MMO that allows other players in your guild/faction etc.. to pass client side skin information to each other. ie. If I change my skin on my computer, you can see it on yours.
I havent seen this kind of thing in years so im intrigued. Last time I played with this it was in early LotrO days, just after the Beta finished we managed to use some basic GPU colour overlays, much like a wall hack in call of duty.
Then, using the data output from the map we could pinpoint each others characters and tell the gpu to only change certain players data.
Still, thats colour changes, not a mesh change...
