I agree. Almost as lazy as Convoy's exit..
IMO it really only gets good when the Targetmasters kick in, that also coincides with a noticable rise in the quality of the animation.

Fortress is such an uncharasmatic and uninteresting leader too. Seems strange that they wanted to focus so much of the series on him.
Apart from wanting to sell Fort Max toys of course.
The funniest thing about Rodimus' exit is that he buggers off right after what should be the most traumatic series of events to ever hit the Autobots. Talk about 'I can't deal with this right now'.
