The disinformation surrounding this report is moving me to unprecedented levels of rage.
No one is proposing state regulation of the media. Leveson has called for a new regulator with state-backed powers to ensure existing laws are actually enforced through a penalties system, as well as an arbitration process so that victims of press misbehaviour can get their cases heard quickly. A commitment to preserving the freedom of the press would be legally enshrined in the new body. There is nothing about the recommendations which aren't great, frankly.
But this would curb the tabloid's ability to go round breaking laws and slandering people willy-nilly, so DC's mates have told him, "Say no."
Rarrrghhh! Leveson!

Well of course! Here in Murdochtopia, Rupert Murdoch's cabinet aren't allowed to pass any law that might hold the supreme ruler or his empire accountable for any of their criminal actions. He appointed them, and as he's proven time and again, he can get rid of them any time he chooses.
