Since there is testing already in place, I don't see the point. If there was no system in place, I would suggest instead testing of the actors. I imagine in the porn industry std's could be like head lice in an elementary school.
Rather than condoms, they should expand the testing to include more than HIV.

Yeah, it's like: OK, Porn is going to move out of Cali. Good for it. To me, this is sort of like the idea that your local Blockbuster is going out of business. It's fighting against technological change.
- It's a global porn market. I could get Japanese, German, or Brazilian porn just as easy as Cali porn.
- The global porn market is on the Internet, where A, there's a plethora of free stuff and B, where it doesn't matter where you shoot or produce, cyberspace is your marketplace
- With digital recording technologies, you don't even need to be in California. Anywhere you have a digital camera or even a smartphone + a prostitute or a women willing to let herself be filmed, BOOM, you've got a porn studio.
- And a large part of the porn market is being taken up by "mom & pop porn." That is to say, independent porn produced by normal people. Webcams (livejasmin.com gets 2.5% of ALL Internet traffic) are either normal people or exploited Asian/Eastern European women. Any tube porn site has lots and LOTS AND LOTS of amateur stuff from "30 dark and blurry seconds from a camera phone of some guy laying on top of a woman and humping her" to "Part 6 of my wife Cheryl's last gangbang in HD"
In sum, IMHO, amateur stuff and free stuff are what's killing Cali Porn, which is why I agree with the porn producers that this is just shooting Cali in the foot, not porn. The reason that Cali Porn got so rich was because they had the distribution and they had the permits to set up film sets to shoot people getting it on. To the former, the Internet makes a flat playing field. To the latter, media technology means that now everyone can be a porn director without the need to grips and sound guys and steadycams.

I can see the rationale, though this is a rather silly way of going about it. The idea is: every kid these days gets sex ed from porn. So if all porn starts with a fellow strapping on a nice rainbow-colored condom, perhaps kids will be smarter about covering themselves.
But as Shantz has pointed out, not all porn, nor even 1% of porn, will start thusly.

Speaking on the sex ed aspect of it, that lies on the parents to say "hey, porn is a fantasy, they are tested for stds and the women are on birth control. Here's what you need to know about how to protect yourself."
Forcing actors to wear condoms isn't the only thing that will make kids protect themselves, and it's really bad business to try and go about it that way.

It seems to me that it's done for the best of reasons but is ultimately misguided...I read a quote from former nurse and porn star Nina Hartley who said that because they tend to be having sex for longer and with larger-endowed men than the average, condoms increase friction and can cause injuries, plus they're more likely to break under those conditions anyway.
