It's because the film rights are owned by Glen Larson, or something.
The story's been floating about for a while, but there's still no actual script or plot attached to it.
Hopefully nobody'll watch it because the unwashed masses will get confused and say "well I haven't been watching Caprica and I never saw the recent series and it's obviously something to do with them because what would be the point otherwise so I can't watch it."
And all the new-BSG fans'll go "frak that baby".
And all the old-BSG fans who hated the new one for being different to the old one will go "it's different to the old one, so frack that baby".
And it'll die on its arse.

It just strikes me as a blatent money-making scheme.
The people with the film rights have realised just how popular the series has been and decided they want in on some of that cash...
By having it have nothing to do with anything that's been made before is not a good way to win over existing fans... and, as Brenda's pointed out, making it so soon after the recent series has ended will just confuse the general populous...
