Okay, Ultimate Spidey Question

Thought it best to keep this seperate from Teh Massive Comics Thread, for multiple reasons...

Right, so I've read the first five TPBs of USM, and I have one teeny weeny query that I'm hoping people can answer for me:

In the "Norman Comes Back" arc, Nick Fury tells Peter that he can't arrest Osborn because turning yourself into a gobliny thing isn't a crime, though he's working on that.

Later (and, if I'm reading things right, that same day), Fury tells Peter that, because he's an illegal unnatural genetic mutation, the moment he turns 18 he's gonna be taken in.

Surely these two things contradict each other? Or does that just mean that Fury got his law tweak done in the interim? Or am I just radically misinterpreting things?

A few arcs later, Peter confronts Fury about that statement. What Fury meant was that, "When Peter turns 18, Fury will ask him to join The Ultimates."
