Maybe I'm reading it wrong... but surely they're just declining permission for their name / likeness / whatever to be used?

Surely no different to any other organisation refusing clearance for stuff?

I don't see it as any different to a decade ago when the USAF denied the producers of Independence Day use of their aircraft over the use of Area 51.

I'm not sure how the author of the article managed to typo DHS as NHS, however, seeing as no keyboard layout has those keys on the same hand, let alone near each other, and it's got nothing to do with the UK.

N is right above the space bar, though. It's possible they knocked the key whilst starting the new word, then misfired on the D, without noticing.

Not quite. Volkswagon is a privately owned (but publicly traded) )company. A government agency is completely different.
