George W. Bush is in possession of a couple thousand megatons of nuclear weaponry. This is enough to, if desired, destroy the earth about a dozen times.

So, let's say he issues an ultimatum to the other nations of the world. Surrender your countries to Lord G.W.B. or be destroyed. That's not to say that any country that doesn't surrender will be obliterated, but that the entire world will be destroyed if every country does not comply.

Would this work?

Theoretically according to J. Robert Oppenheimer, (I think) nuclear weapons are actually great instruments of peace because a nuclear war really would destroy the world. So if Bush were to fire off nukes, he would be nuked shortly before he finished nuking. We would all nuke. So in order to avoid this kind of massive destruction, countries are actually supposed to be more skittish about war these days.

If, by the above, you actually mean:
George W. Bush is in possession of a couple thousand megatons of nuclear weaponry. This is enough to, if desired, make the entire planet uninhabitable to human an most other animal life about a dozen times.

So, let's say he issues an ultimatum to the other nations of the world. Surrender your countries to Lord G.W.B. or be made uninhabitable. That's not to say that any country that doesn't surrender will be obliterated, but that the entire world will be made uninhabitable if every country does not comply.

And the 'this' is referring to whether such a ploy would yield the desired reaction from the other nations of the world, then no.

If you meant literally the potential destruction of the planet, then, sadly, the fundamental laws of physics say no.
