I don't really think they were talking about the war. You gotta remember that Japan used to own the electronics industry. If they'd gotten into developing microchips they'd probably be a major world leader by now. Ditto for Germany. German cars are still about the best vehicles on the road, and (over here at least) anything from Germany is still considered to be the best of quality.

A lot more of what we consider everyday technology had its origins back in the Inbetween-wars and WW2, than you would probably expect.
Germany invented a lot of things we consider to be non-German, they just never had the opportunities to develop them. Japan, having been allied to Germany, would have probably enjoyed the fruits of their continued alliance, had it continued.
